About the application and its developer

The mobile application and the web portal through which this privacy notice is displayed are operated by the Târgoviște Municipality (data controller) and are developed and technically maintained by IOT DESIGN SRL, in its capacity as IT service provider / data processor acting on behalf of the controller.

This privacy notice applies to all processing of personal data carried out through the application, regardless of whether the user accesses it as a native installation (Google Play, App Store) or as a web application.


1. Data Controller

The Târgoviște Municipality, with its registered office at Strada Revoluției no. 1-3, Dâmbovița County, Romania, collects and processes personal data in accordance with the provisions of Regulation (EU) No. 679/2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, repealing Directive 95/46/EC (the General Data Protection Regulation — GDPR).

2. Purpose of this Notice

The purpose of this notice is to explain how your personal data is used and the purposes for which it is processed.

3. Legal Basis of the Controller's Activity

According to the Romanian Administrative Code, Title I — General Provisions, Article 75(1):

"Local public administration in administrative-territorial units is organized and operates based on the general principles of public administration set out in Part I, Title III, and the general principles laid down in Law No. 199/1997 ratifying the European Charter of Local Self-Government, adopted at Strasbourg on 15 October 1985, as well as on the following specific principles: a) the principle of decentralization; b) the principle of local autonomy; c) the principle of consulting citizens in resolving matters of particular local interest; d) the principle of eligibility of local public administration authorities; e) the principle of cooperation; f) the principle of responsibility; g) the principle of budgetary constraint."

Furthermore, according to the Administrative Code, Title III — General Regime of Local Autonomy, Article 84 — General Provisions Applicable to Local Autonomy, paragraph (1):

"Local autonomy, as defined in Article 5(j), shall be exercised by the local public administration authorities."

Under Article 5(j):

"Local autonomy — the right and effective capacity of local public administration authorities to resolve and manage, on behalf of and in the interest of the local communities at the level of which they have been elected, public matters under the conditions of the law."

4. Purposes of Processing

Personal data is processed for the purpose of providing local public services concerning:

  1. education;
  2. social services for the protection of children, persons with disabilities, the elderly, families, and other persons or groups in social need;
  3. healthcare;
  4. culture;
  5. youth;
  6. sports;
  7. public order;
  8. emergency situations;
  9. environmental protection and restoration;
  10. preservation, restoration, and enhancement of historical and architectural monuments, parks, public gardens, and natural reserves;
  11. urban development;
  12. civil records (registration of persons);
  13. bridges and public roads;
  14. community public utility services: water supply, natural gas, sewerage, sanitation, district heating, public lighting, and local public transport, as applicable;
  15. emergency services such as mountain rescue, water rescue, and first aid;
  16. social-community administration activities;
  17. social housing and other residential units owned by the administrative-territorial unit or under its administration;
  18. exploitation, in the interest of the local community, of natural resources within the administrative-territorial unit;
  19. other public services established by law:

  20. local taxes and fees, contraventional fines, community service work;

  21. debt collection and recovery of receivables;
  22. issuance of authorizations and licenses;
  23. human resources;
  24. land registry (fond funciar);
  25. economic, financial, and administrative management;
  26. granting in administration, concession, or rental of public property of the Târgoviște Municipality;
  27. sale, concession, or rental of private property of the Târgoviște Municipality;
  28. civil status (births, marriages, deaths);
  29. urban planning and territorial development;
  30. electoral register — electoral records;
  31. archive;
  32. registry, public relations, secretariat;
  33. public social assistance service;
  34. handling of petitions and complaints;
  35. management of asset and interest declarations.

The following categories of your personal data are processed: identification data (first name, last name, personal identification number (CNP), domicile, etc.), financial data, demographic data, as well as any other personal data we collect directly from you or from other sources, where necessary.

Processing is carried out based on Article 6 of Regulation (EU) No. 679/2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data.

Your personal data is stored for the period necessary to carry out all activities undertaken to support the work of the services/departments within the Târgoviște Municipality concerning public relations, petitions, the formulation of opinions, the organization and conduct of events, the resolution of actions before competent courts, the fulfilment of legal control and investigation duties, the resolution of complaints, and the registration and processing of requests, after which it will be archived in accordance with applicable legislation.
